    event/cnxk: use LMTST for enqueue new burst
    
    Use LMTST when all events in the burst are enqueue with
    rte_event:op as RTE_EVENT_OP_NEW i.e. events are enqueued
    with the `rte_event_enqueue_new_burst` API.
