Should we keep the supported OS list per PMD? I think other-way around makes 
more sense, to document if a DPDK supported OS is not supporting this particular 
PMD.

If the intention is to document the tested platforms with this device, I think 
you are already documenting it in the release notes.

Remove list of supported OS in PMD specific doc.
Documenting an unsupported version of OS makes more sense in
PMD specific docs.
Platforms tested with this device is documented in release notes anyway.
